They are roads and fools. Also here are many jokes around this proverb. For instance, some people like to say that the another problem is when fools try to repair roads, and this is more scaring trouble for Russia.

It is the results of road works. They (road works) have been done before the President Medvedev’s visit to Kirov (city in Russia, about 500.000 inhabitants). Road workers covered by asphalt even a rail road crossing. Everything for level road for our President!
